"الفلسطينية" قناة فضائية جديدة لحركة فتحAl-Philistinia, New Satellite Channel Run by Fatah



القاهرة - بترا - اعلن السفير الفلسطيني في القاهرة ومندوبها الدائم لدى جامعة الدول العربية نبيل عمرو عن بدء بث قناة "الفلسطينية" الفضائية على قمر النايل سات المصري. وقال ان القناة ستكون قناة الوحدة الوطنية الفلسطينية يتحدد التزامها السياسي ببرنامج منظمة التحرير الفلسطينية وستكون مفتوحة للرأي والرأي الآخر. وقال عمرو للصحافيين ان معالجة القناة للقضايا السياسية ستتم في اطار الالتزام بالمبادرة العربية للسلام وقرارات الإجماع العربي وميثاق الشرف المهني الذي يحرم التخوين والتهديد وطرح الأجندات غير الوطنية الفلسطينية.واضاف عمرو الذي اسندت حركة فتح اليه ادارة القناة ، انها ستبث برامجها على مدار 24 ساعة وانه فتح مكاتب لها في عمان والقاهرة وبيروت.
Cairo - Petra -A new Palestinian channel to begin broadcasting at the Egypt satellite NileSat according to the Palestinian ambassador in Cairo who heads the permanent delegate to the League of Arab States Nabil Amr. Amr Added that the channel will be committed to Palestinian national unity and determined to run neutral political programs with respect to the Palestinian Liberation Organization charter and will be open to different opinions. The canal will honor the Arab peace initiative and the decisions of the Arab consensus and the professional code of ethics which prohibits the threat, mistrust, and wasting time over non-Palestinian national agendas, Amr told reporters. Amr said that Fatah movement assigned him to run the channel which will transmit its programs 24 hours 7 days a week. Offices in Amman, Cairo and Beirut were licensed and already open.

Fatah is a major Palestinian political party and the largest faction of the Palestine Liberation Organization (PLO), a multi-party confederation. In Palestinian politics it is on the center-left of the spectrum. In the January 25, 2006 parliamentary election, the party lost its majority in the Palestinian parliament to Hamas, and resigned all cabinet positions, instead assuming the role as the main opposition party.

Canada: CRTC grants short licence renewals to private TV broadcasters


Citing the current troubled economy, Canada's broadcast regulator has decided to grant short-term licence renewals for many of the country's private broadcasters.
As part of its decision, selected details of which the Canadian Radio-television and Telecommunications Commission released on Friday, the regulator has rejected increasing Canadian content spending — for now — and postponed a decision regarding the controversial carriage fees debate.
"We are making our initial determinations public to provide a measure of guidance to conventional broadcasters as they prepare for the upcoming broadcast year and embark on program purchases," CRTC chair Konrad von Finckenstein said in a statement.
"In the case of the large networks, we have opted for shorter licence terms to give these broadcasters some flexibility during the current period of economic uncertainty."
The CRTC has granted one-year renewals for CTV, Canwest, Sun TV and Rogers Communications-operated Citytv stations. TVA stations will be renewed for two-years.
Omni stations, also operated by Rogers, received a six-year renewal, while RNC Media and Télé Inter-Rives stations are renewed for a full seven-year period.
All renewals take effect on Sept. 1, with specific terms and conditions for each to be made public in the coming weeks, the CRTC said. (Source: www.cbc.ca)

U.S. Lawmakers Look to Label Satellite Providers Terrorists


Two U.S. congressmen have proposed legislation to label satellite providers of incendiary TV stations as terrorist organizations -- the latest attempt by lawmakers to prevent radical anti-American propaganda from hitting the airwaves, even abroad.


The bill, authored by Rep. Gus Bilirakis, R-Fla., and Rep. Joseph Crowley, D-N.Y., seeks to punish satellite companies that carry channels that are mouthpieces for known terrorist groups like Hezbollah and Hamas -- stations they say incite their audiences to commit acts of terrorism against the United States.

قمر صناعي قطري لمنافسة نايل سات


يبدو أن الحكومات العربية قررت نقل صراعاتها من الأرض إلى الفضاء، حيث كشفت مصادر مطلعة في الدوحة أن قطر تدرس حاليا إطلاق قمر صناعي ينافس نايل سات وعربسات ويمثل شبكة أمان لقناة الجزيرة في حال قررت القاهرة إزالتها من نايلسات.
وفي السياق ذاته ، صرح الإعلامي المصري حمدي قنديل لصحيفة "القدس العربي" بأن الحكومة المصرية وجهت إنذارا لقناتي "المنار" في شهر إبريل الماضي و"نيوتي في" في شهر فبراير الماضي بإزالتهما من قمر النايل سات إذا قررتا استضافة برنامج "قلم رصاص " الذي يقدمه.

نايلسات وعربسات على قائمة الارهاب الأمريكية


قدم نواب بمجلس الشيوخ الأمريكي في 10 مايو بمشروع قانون يطالب إدارة الرئيس باراك أوباما بوضع أربع فضائيات عربية ضمن المنظمات "الإرهابية" الدولية ومراجعة علاقة الولايات المتحدة مع الدول التي ترعى هذه القنوات.
ووصف مشروع القانون الذى تقدم به النائب الجمهوري جس بيليراكيس والنائب الديمقراطي جوزيف كراولي عددا من القنوات الفضائية العربية بأنها تبث التحريض على العنف ضد الولايات المتحدة والأمريكيين ومنها قناة المنار اللبنانية، والأقصى الفلسطينية، والزوراء والرافدين العراقيتان، وجميعها تبث على القمر الاصطناعي المصري "نايل سات" ، والقمر العربي "عرب سات".
وأضاف أن قناة المنار والأقصى والزوراء تبث موادا إعلامية تحرض على العنف ضد الولايات المتحدة والأمريكيين وتساعد المنظمات "الإرهابية" الخارجية فى تنفيذ عملياتها وتجمع التبرعات والدعاية لهذه المنظمات ، مطالبا إدارة أوباما بأن تصنف في قائمتها للمنظمات الإرهابية مانحي خدمة القمر الاصطناعي المتعاقدة مع قنوات المنار والأقصى والرافدين والزوراء أو أي محطة أخرى تملكها أو تشغلها منظمات تصنفها الولايات المتحدة كمنظمات "إرهابية".
وحث أيضا على ضرورة إتخاذ إجراءات عقابية ضد مانحي خدمات القمر الاصطناعي الذين يبثون قنوات المنار والأقصى والرافدين والزوراء أ و أي محطة أخرى يملكها ويشغلها "إرهابيون" ، داعيا الرئيس أوباما إلى تقديم تقرير للكونجرس عن التحريض على العنف ضد الولايات المتحدة في الشرق الأوسط.
ورغم أن أعضاء الكونجرس الموالين لإسرائيل اعتادوا في السابق انتقاد المحطات العربية، إلا أن هذه تعتبر المرة الأولى التي ينتقل فيها الانتقاد إلى الأقمار الصناعية وموفري خدمة بث المحطات ، وفي حال كهذا فإن الفضائيات العربية وخاصة السياسية منها بات أمامها خيار واحد إما التراجع عن مهاجمة إسرائيل وأمريكا أو التعرض لخطر الإغلاق.

ايران تجري ابحاث حول الاقمار الصناعية في ثلاث جامعات


اعلن رئيس منظمة الفضاء الايرانية رضا تقي بوراليوم عن تنفيذ مشروع ابحاث حول الاقمار الصناعية في ثلاث جامعات بالبلاد، وقال ان الجامعات الثلاث: شريف الصناعية وامير كبير وعلم وصنعت تتابع هذا المشروع.
وقال رضا تقي بور ان هذا المشروع هو طور التنفيذ في الجامعات الثلاثة، معربا عن امله بأن يتم التوصل الى النموذج الهندسي خلال سنتي 2009 و2010.
وأضاف تقي بور ان مراحل التصميم النهائي للعديد من اجزاء المنظومة والبرامج قد تم انجازها، موضحا ان تنفيذ المشاريع الفضائية يستغرق وقتا طويلا، مشيرا الى ان روسيا بدأت مشوارها في مجال الاقمار الصناعية منذ 1947 اي اكثر من 60 عاما، بينما لا يبلغ عمر اولى المشاريع الفضائية في ايران اكثر من 12 عاما.
وتابع: ان اقل فترة يمكن احتسابها لتصميم وصنع قمر صناعي صغير تبلغ سنتين، وأكد ان إطلاق الاقمار الصناعية في ايران يتم وفق القوانين العامة للاتحاد العالمي للاتصالات.
ولفت رئيس منظمة الفضاء الايرانية الى ان هناك اتحاد آخر يسمى اتحاد (كوبوس) وهو يضم الدول الاعضاء في اتفاقية كوبوس التي رعتها الامم المتحدة لحماية الفضاء الخارجي، وايران عضو في هذا الاتحاد، مضيفا ان طهران تنسق في إطلاق أقمارها الصناعية مع هذين الاتحادين، وذلك من اجل الحيلولة دون وقوع بعض الحوادث.

UAE media revenues drop $14m in first quarter


Dubai : Figures released at the Arab Media Forum’s opening day suggest that overall media revenues in the UAE dropped by $14 million in the first quarter of 2009 compared to the same period last year.
The two-day forum was inaugurated today by His Highness Shaikh Mohammad Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, with Amr Moussa, Secretary General of the Arab League.
By comparison, media organizations in Saudi Arabia reported being $2 million in the black for the same period.
Ranked first in the Middle East – which overall reported $28 million in the black for the first quarter -- the UAE’s media profit figures were still impressive, said panelists, given a world economic downturn that is killing traditional newspapers in the United States.
In total, newspapers in the UAE took in $245 million in the first quarter as compared to lesser media players such as television which reported $40 million in revenues, and magazines that reported $4 million in income.
Radio in the UAE only took in $6 million, according to the forum.
Revenues have dropped as those in the media industry struggle to remain relevant to 300 million residents, many of whom are below the age of 25 and are not part of a generation especially fond of newsprint.
The next generation of consumers is demanding instant electronic news and entertainment online via laptops and handhelds, forcing longstanding media organisations to improve content and diversify dissemination methods.
In a panel session, Gulf News Editor in Chief Abdul Hamid Ahmed said that the sweeping shift has created a crisis for older print media.
“There is a disaster happening in the United States, newspapers are dying,” he told conference delegates in Dubai on Monday in a packed ballroom at a Palm Jumeirah hotel. “Of course we now have a Google generation. That generation has nothing to do with newspapers.”
Ahmad noted that to survive, “we have to switch from (being) a newspaper to a news provider”.
More than 1,000 people – 300 from abroad -- have registered for the two-day conference who will hear roughly 60 speakers.
Mazen Hayek, Marketing Manager of MBC group, said one of the problems in the media industry in the Middle East is the concentration of advertising in only some of the outlets.
He noted that there are more than 450 satellite channels in the region but noted that 50 of them control about 95 per cent of television advertising.
Another challenge, he said, is that advertisers and media professionals view “advertising as an expenditure rather than as an investment…we can’t get readers unless we have that level of investment”.
Azzam Al Dakhil, CEO of the Saudi Research and Marketing Group, said: “We are in need in the Arab world of specialised content,” noting that targeted and focused content allows print for electronic media to “attract advertisers”.
Dakhil pointed out that traditional media players face a new force, telecommunication companies seeking out new subscribers for revolutionary news and entertainment delivery tools of the future such as Mobile TV, live broadcast programming sent to mobile phones.
For example, the Telecommunications Regulatory Authority (TRA) has worked to bring mobile TV to new UAE. Subscribers to the new service will be able to secure television programs, including news.
Arab Media Forum continues Tuesday and features one of industry’s top investigative journalists, Seymour Hersh, a Pulitzer Prize winner who will deliver the morning keynote speech.
